'Fiscal cliff' disputes remain as deadline nears

(AP) ? The White House and Senate Republicans sorted through stubborn disputes over taxing the wealthy and cutting the budget to pay for Democratic spending proposals as Monday's midnight deadline for an accord avoiding the "fiscal cliff" drew to within hours.

Senate Minority Leader Mitch McConnell, R-Ky., spoke repeatedly Sunday to Vice President Joe Biden, a former Senate colleague, in hopes of settling remaining differences and clinching a breakthrough that has evaded the two sides since President Barack Obama's November re-election. In one indication of the eleventh-hour activity, aides said the president, Biden and top administration bargainer Rob Nabors were all working late at the White House, and McConnell was making late-night phone calls as well.

Unless an agreement is reached and approved by Congress by the start of New Year's Day, more than $500 billion in 2013 tax increases will begin to take effect and $109 billion will be carved from defense and domestic programs. Though the tax hikes and budget cuts would be felt gradually, economists warn that if allowed to fully take hold, their combined impact ? the so-called fiscal cliff ? would rekindle a recession.

"There is still significant distance between the two sides, but negotiations continue," Senate Majority Leader Harry Reid, D-Nev., said shortly before the Senate ended an unusual Sunday session. "There is still time to reach an agreement, and we intend to continue negotiations."

The House and Senate planned to meet Monday, a rarity for New Year's Eve, in hopes of having a tentative agreement to consider. Yet despite the flurry of activity, there was still no final pact.

And in a move that was sure to irritate Republicans, Reid was planning ? absent a deal ? to force a Senate vote Monday on Obama's campaign-season proposal to continue expiring tax cuts for all but those with income exceeding $200,000 for individuals and $250,000 for couples.

Attached to the measure ? which the GOP seemed likely to block ? would be an extension of jobless benefits for around 2 million long-term unemployed people. The plan was described by Sen. Richard Durbin of Illinois, the chamber's No. 2 Democrat.

The House and Senate met Sunday ready to debate an agreement or at least show voters they were trying. But the day produced alternating bursts of progress and pitfalls, despite Senate chaplain Barry Black's opening prayer in which he asked the heavens, "Look with favor on our nation and save us from self-inflicted wounds."

In one sign of movement, Republicans dropped a demand to slow the growth of Social Security and other benefits by changing how those payments are increased each year to allow for inflation.

Obama had offered to include that change, despite opposition by many Democrats, as part of earlier, failed bargaining with House Speaker John Boehner, R-Ohio, over a larger deficit reduction agreement. But Democrats said they would never include the new inflation formula in the smaller deal now being sought to forestall wide-ranging tax boosts and budget cuts, and Republicans relented.

"It's just acknowledging the reality," Sen. Susan Collins, R-Maine, said of the GOP decision to drop the idea.

There was still no final agreement on the income level above which decade-old income tax cuts would be allowed to expire. While Obama has long insisted on letting the top 35 percent tax rate rise to 39.6 percent on earnings over $250,000, he'd agreed to boost that level to $400,000 in his talks with Boehner. GOP senators said they wanted the figure hoisted to at least that level.

Senators said disagreements remained over taxing large inherited estates. Republicans want the tax left at its current 35 percent, with the first $5.1 million excluded, while Democrats want the rate increased to 45 percent with a smaller exclusion.

The two sides were also apart on how to keep the alternative minimum tax from raising the tax bills of nearly 30 million middle-income families and how to extend tax breaks for research by business and other activities.

Republicans were insisting that budget cuts be found to pay for some of the spending proposals Democrats were pushing.

These included proposals to erase scheduled defense and domestic cuts exceeding $200 billion over the next two years and to extend unemployment benefits. Republicans complained that in effect, Democrats would pay for that spending with the tax boosts on the wealthy.

"We can't use tax increases on anyone to pay for more spending," said Sen. Kay Bailey Hutchison, R-Texas.

Both parties also want to block an immediate 27 percent cut in reimbursements to doctors who treat Medicare patients. Republicans wanted to find savings from Obama's health care bill as well as from Medicare providers, while Democrats want to protect the health care law from cuts.

Both sides agree that a temporary 2-percentage-point cut in the Social Security payroll tax was likely to expire. That reduction ? to 4.2 percent ? was initiated by Obama two years ago to help spur the economy and has meant $1,000 annual savings to families earning $50,000.

A senior defense official said if the spending cuts were triggered, the Pentagon would soon begin notifying its 800,000 civilian employees to expect furloughs ? mandatory unpaid leave, not layoffs. It would take time for the furloughs to be implemented, said the official, who requested anonymity because the official was not authorized to discuss the preparations

Mayor of San Antonio indicted for misapplication of funds

On this day in 1938, San Antonio mayor Charles K. Quin was indicted for misapplication of funds. Quin, born in Louisiana in 1877, opened a law practice in San Antonio in 1923. In the late 1920s and early 1930s he was an assistant city attorney and later a city utilities attorney. In 1932 Quin returned to private practice as a partner of C. M. Chambers, the Democratic mayor of San Antonio. When Chambers died suddenly in 1933, Quin was selected to fill his unexpired term and subsequently won that year's regular election. As mayor, Quin worked in the political machine tradition of his predecessor and was an associate of the gambler and bootlegger Charles Bellinger. The Bexar County grand jury indicted Quin and two other city officials for allegedly using city funds to pay a day's wage of four dollars to more than 400 "precinct workers" in the previous July's primary election. The indictments were later quashed, but Maury Maverick defeated Quin in the election then underway. Quin defeated Maverick in 1941, but resigned in 1942 to accept an appointment as judge of the Fifty-seventh Judicial District. He died while still serving as judge in 1960.

I just have one mostly tangential thing to say about this.

Houston will see a modest and steady growth in retail activity in 2013, according to Ed Wulfe?s annual retail forecast.

And the following year should be much better, said Wulfe, who is chairman and CEO of Wulfe & Co., a retail development, brokerage and property management firm.

The amount of new shopping center space to be built and opened in 2013 will be slightly greater than this year?s, while 2014 should be ?very strong based on what?s underway,? Wulfe said.

I note that story mostly because it seems like as good an excuse as any to wonder once again about the status of all those long-dormant projects whose empty lots serve as a daily reminder of their lack of activity. I speak of course of the Stables and the Robinson Warehouse, now celebrating its sixth anniversary of vacantness. At last report the Sonoma site was being redeveloped; I can?t personally confirm this, as I generally avoid the area. Regent Square was supposed to have commenced construction in October, but I haven?t seen anything on the Allen Parkway part of the property. And one property that I generally forget about but was in the news recently, the old Astroworld site, also continues to lay fallow. I know this story is about retail development, and most of the sites I?m talking about were intended to be residential or mixed-use, but I feel like the Houston real estate market won?t truly be healthy again until something is happening with all of them.

HARTFORD, Conn. (AP) ? The father of the gunman who killed 26 people in a Connecticut elementary school, including 20 first-graders, has claimed his son's body, a spokesman for the family said Monday.

The remains of Adam Lanza were claimed by Peter Lanza, the spokesman said. He said there were private arrangements over the weekend, but would not elaborate on what those arrangements were.

The office of Connecticut's medical examiner released the body on Thursday to a person who asked to be anonymous, according to Linda Sylvia, an office spokeswoman.

Adam Lanza, 20, slaughtered the children and six adults at the Sandy Hook Elementary School on Dec. 14. He also killed his mother in their Newtown home before going on the rampage and then committing suicide.

A private funeral was held earlier this month in New Hampshire for his mother, Nancy Lanza, who was divorced from Peter Lanza.

Peter Lanza lives in Stamford, Conn., and is a tax director at General Electric.

Authorities have not offered a motive for the killings. State police say they have been exploring all aspects of Adam Lanza's life including his education, family history and medical treatment for clues.

Police have said it could take months to produce a final report on their investigation.

FamilyMeans to keep Hudson financial services office open | The ...

Location provides convenience, options for people seeking guidance

FamilyMeans will keep its Hudson, Wis., credit counseling service open for Wisconsin residents seeking financial help through credit counseling, according to officials of the Stillwater-based organization.

FamilyMeans initially began providing services through its Consumer Credit Counseling Service (CCCS) in Hudson in September when the state Department of Transportation closed the Lift Bridge between New Richmond and Stillwater for four months. The bridge was re-opened earlier this month.

?The Hudson office has seen a relatively steady stream of clients since we began providing financial services at this location on a weekly basis each Wednesday,? said Jim Kroening, director of FamilyMeans CCCS. ?As long as there is demand, we will continue to make a counselor available.?

FamilyMeans provides credit counseling in the Vine Street Professional Building in Hudson.

In addition to the Hudson office, FamilyMeans certified credit counselors provide financial services support in offices in Stillwater, St. Paul, Minneapolis, Minnetonka, Rochester and Eau Claire, Wis.

To make an appointment with a CCCS counselor, clients should call the main scheduling number at?651-789-4014 or toll free at 800-780-2890. The scheduler will provide each client with the detailed information they need to know, including the address where the appointment will take place.

FamilyMeans CCCS receives funding from the St. Croix United Way.

The Difference Between Business, Operational & Strategic Planning ...

As a professional meeting facilitator who specializes in business, operational and strategic planning, I think it is only fitting that Joe and I conduct an off-site to do our planning. ?Because of the size, scope and complexity of our business, two days should do it. ?When done, then we?ll celebrate our new plans and then go to the beach. ?(Believe it or not, Honolulu was the cheapest place to fly to on short notice as we both needed just a few more miles to make it to USAirways Chairman and Air Canada Super Elite status. ?What a lovely place to conduct an off-site!).

First, we take a look at the Business Plan ? the source document that describes the business that we are in. ?I call it the ?business basics? that should be reviewed and updated every year. ?The key elements are:

  • The Business?including a general description of the business, the history, mission, vision and values
  • Products/Services including the relative importance and benefits of each product/service line, the life cycle,?evaluation (performance, timeliness, ease of use, certainty), competitive comparison and?differentiation from other products/services.
  • The Market including demographics on your current and targeted customers, your market segmentation, market research and trends, pricing strategies and marketing/sales strategy
  • Competitive Analysis including your nearest direct and indirect competitors
  • Physical Location of Business including building/space needs
  • Management including an organizational chart with key individuals and responsibilities, resumes, strengths and weaknesses. planned staff additions, other resources needed, payroll expenses
  • Personnel including?Current personnel staffing and needs, future skills required, hiring and training plans, labor pool availability
  • Potential Risks and Problems including legal/regulatory issues
  • Financial Statements and Projections

The Operational Plan is an extension of the business plan, basically answering the questions: What are we going to do this year and how are we going to do it? ?The resulting key activities then get folded into the annual budget. ?I call this ?blocking and tackling? ? taking what you know to be true about your business this year and then making a plan that takes the business ?to the next level.? ?Typically, these plans forecast incremental improvement in the coming year.

The Strategic Plan, on the other hand, looks beyond the one-year horizon and extends your vision out three to five years (some extend even further out, but they have fairly robust strategic planning processes. ?Most organizations I work with are keeping to the 3-5 year timespan).

Typically, there is a review of the business basics (some call this an internal scan) as well as an environmental scan ? what?s happening in the outside world that could affect the business. ?We then move into ?Strategic Thinking? where we identify where we want to be in the next 3-5 years. It?s a position to be attained (your ?vision? of the future) and you aren?t there yet! ?Which means there is a GAP between where you are and where you want to be. ?The Strategic Plan is created to close that GAP. ?It also makes the assumption that you will continue to do what you have been doing through your business and operational plans (I call this ?keeping the trains running?). ?You may opt to stop doing some things, change the way your doing some things and even start doing some new things in order to support the strategic direction of the business.

Rather than think this year to the next, strategic thinking requires you to think long term and then ask, ?What do we need to do in order to be successful in that preferred future?? ?The strategic plan is about breakthrough improvements ? figuring out where you want to be ? and then determining the strategy to be successful in the long run. ?These key initiatives and activities are then folded into the long term and operational budgets.

I have been in business for 20 years now ? and I plan on staying in business for 20 more. ?It would be absolutely ridiculous for me to think that I can keep on doing the same things and stay successful. ?Actually, that?s a ?go-out-of-business? strategy! ?So I?ll invest a few days to work ?on? vs. ?in? the business and review and update my plans?.and then go sit on the beach and celebrate the new year!

Building a successful KPO unit can ensure fanciable success. Keeping these pointers in mind will ensure smoother flow in business

Financial institutions such as Goldman Sachs, JP Morgan, Morgan Stanley, ABN Amro and several others have actively promoted India as an off-shore base to set up domain-oriented knowledge processes. The financial knowledge process outsourcing (KPO) market is also active with several large outsourcing firms such as Infosys, Cognizant, and EXL, which offer high-end services, and niche players such as Amba Research and Evalueserve, who have created highly specialized outfits to conduct financial analytics and research work. KPO involves tasks that range from financial modeling of companies, industry analysis and equity research, including company and sector research, all the way to sophisticated index and derivative product support, quantitative analysis, and underwriting support. Normally, KPO engagements comprise 10 to 50 member teams and are delivered by highly skilled domain specialists including CAs, CFAs, MBAs (Finance), statisticians, mathematicians and data scientists, with or without industry experience, with entry-level salaries ranging from `3-8 lakh per annum.

Understand the client?s perspective
I remember running a very large engagement to build 500 financial models and equity research reports for an investment banking client who did not deem it important to share that they were going to publish this research almost instantaneously on their research website. As we started to deliver these reports, the outputs did not integrate very well with the website?s publishing platform. This led to a lot of rework and delays in sending out timely research to their institutional customers. KPO work is very integral to a client?s business: knowing the ?big picture? always helps.

Build relationships with end-users
Unlike BPO (business process outsourcing) or ITO (information technology outsourcing) work where it is sufficient to align with strategic business leads and vendor management teams, success in KPO engagements is largely driven by strong integration and communication with individual business end-users. It is the end-users who determine which part of their core domain tasks should be moved to the vendor, including the pace and complexity of the work.

I have seen outsourcing program managers creating ambitious goals for the KPO program that get waylaid because the end-users have not bought into the program or are nervous about sharing critical tasks with a vendor.

This will only change when they build direct confidence in the vendor?s capability by interacting with the specialists and skilled resources that the vendor provides.

Knowledge workers at the vendor?s end also highly value their interpersonal relationships with end-users, and make the highest contribution when they feel they are a logical extension of the client?s team. One of our analysts, Ajay Dogra (name changed), prides himself for the fact that he is directly working for a celebrated US Telecoms Analyst?Tim Stevenson (name changed)?and would not like to change his sector for as long as he gets to work with Tim.

Consciously plan for work evolution
When I was part of the BPO industry, we used to be heavily preoccupied with ?dumbing down? the work profile to make tasks more process-oriented and easily trainable. In the past six years of running KPO units, I have realized that the exact reverse should be done! Knowledge workers naturally want to move up the value chain and do more sophisticated tasks for their clients. So don?t disrupt the natural evolution of work complexity, and instead encourage it. It makes for a happy client and a happy employee.

Choose the right team
The critical success factor in a KPO engagement is choosing each team with the right skill sets and not merely the right leader. Each individual member often directly interacts with the client and is responsible for the quality of the output he/she delivers. Any compromise on this front leads to frustration at both ends. If the chemistry between them is not working, make a quick swap of the team member as the relationship is unlikely to sustain in the long run anyway. Also, given that billing rates in this business are upwards of $60,000 per annum, there is low tolerance for mediocrity. It is also important to over-invest in the engagement in the first 90 days to closely iron out these issues expeditiously.

Sound culture to drive success
We cannot create a successful KPO doing equity research unless our knowledge workers (called analysts) behave like they belong in a capital markets firm. Our analysts should have morning meetings to discuss overnight developments in stock markets, discuss valuation impacts on critical stocks, or pursue CFA degrees in their spare time. A KPO firm providing insurance KPO support will not be worth its pedigree if their associates are not encouraged to take the LOMA or FSA (UK) exams. Therefore, it is this culture and ecosystem of specialization that distinguishes a successful KPO and allows it to obtain its disproportionate share in the market place.

In summary, the best KPO firms in the industry focus heavily on understanding the client?s domain and his objectives, investing in strong domain specialists, and relentlessly living the culture of the domain in which they operate.

McElroy has concussion, Sanchez to start for Jets

FLORHAM PARK, N.J. (AP) ? The New York Jets' wacky quarterback situation took yet another twist.

Greg McElroy has a concussion ? which he didn't reveal until Thursday ? and will be replaced by Mark Sanchez as the New York Jets' starting quarterback in the season finale at Buffalo on Sunday.

Coach Rex Ryan walked into his news conference before practice, took the podium and opened with: "You're not going to believe this."

McElroy, preparing to make his second NFL start in place of the benched Sanchez, was lifting weights Thursday morning and started experiencing headaches, Ryan said. McElroy went to the team's training staff and then revealed he was suffering concussion-like symptoms after being sacked 11 times in the Jets' 27-17 loss to San Diego last Sunday.

McElroy and head trainer John Mellody then went to Ryan to tell the coach the news. Ryan was not certain exactly when McElroy suffered the concussion.

"We come to find out that Greg wasn't exactly truthful with our training staff after the game," said Ryan, who acknowledged he was "stunned" to hear it. "He never disclosed that he had symptoms after the game to our trainers. Right now, he's being evaluated for a concussion."

Ryan said there was no way he would play McElroy against the Bills and the third-stringer will "definitely be out." McElroy had been listed on the injury report Wednesday with a mild abdominal strain, but was a full participant in practice and was expected to play without any issues.

"I admire his courage and everything else, but you have to be truthful and I think that's the lesson learned here with the medical staff," said Ryan, who added he would speak to the entire team about concussions after practice. "The fact he really wanted to play, I understand the competitive side of Greg and all that, but the most important thing is the health of the players.

"Obviously, I feel fortunate that something like this showed up without him going out there and putting himself in harm's way."

Ryan chose to start Sanchez over Tim Tebow because the team has just two practices and a walkthrough to prepare before the game.

"Mark has had success earlier in the season against Buffalo and he's very familiar with them," Ryan said. "That's the reason I'm going with Mark."

Sanchez appeared to be on his way to a solid season when he threw three touchdown passes in the Jets' season-opening 48-28 win over the Bills. It ended up being his best game of a lousy season. Sanchez was benched for the first time in his four-year career after turning the ball over five times at Tennessee on Dec. 17. McElroy leapfrogged Tebow on the depth chart to start against the Chargers.

"I know he believes in himself," Ryan said of Sanchez, "and any competitor would want this opportunity."

After finding out about McElroy's condition, Ryan spoke with both Sanchez and Tebow to tell them of his decision.

"Obviously, Tim's not happy with that, as you'd expect," Ryan said.

The news comes on the heels of some tension between Ryan and Tebow last week, when the popular backup quarterback told the coach he was "disappointed" at not getting the start and wanted to play "regular quarterback." ESPN New York first reported Sunday that Tebow asked out of the wildcat, and a person with knowledge of the situation confirmed that to The Associated Press. The two met again last Friday to clear the air, and Tebow reiterated that he was willing to do anything the team asked him to do.

Tebow insisted Wednesday that he did not refuse to do anything and acknowledged that Ryan might have misinterpreted what he said.

"It was just me asking to get an opportunity to play the position I love, which is quarterback," Tebow said. "It wasn't me asking out of anything."

Ryan said he understands that Tebow is frustrated at the situation and by not starting, but again would not disclose anything that was said between the two in their conversations last week.

Tebow will be the No. 2 quarterback on Sunday at Buffalo, and could play ? but it won't be as the starter.

"Obviously, he'd like a shot at it," Ryan said, "but with the situation the way it is, it's a short window, really, to get the preparation time in and I just think it's best for our football team."

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

Fiscal Cliff: Obama Will Return To Washington From Hawaii To Work On Deal

HONOLULU ? President Barack Obama will cut short his traditional Christmas holiday in Hawaii, planning to leave for Washington on Wednesday evening as he and lawmakers consider how to prevent the economy from going over the so-called fiscal cliff.

Obama was expected to arrive in Washington early Thursday, the White House said Tuesday night. First lady Michelle Obama and the couple's two daughters will remain in Hawaii.

In the past, the president's end-of-the-year holiday in his native state had stretched into the new year. The first family had left Washington last Friday night.

Congress was expected to return to Washington on Thursday. Before he departed for Hawaii, Obama told reporters he expected to be back in the capital the following week.

Automatic budget cuts and tax increases are set to begin in January, which many economists say could send the country back into recession. So far, the president and congressional Republicans have been unable to reach agreement on any alternatives.

Lawmakers have expressed little but pessimism for the prospect of an agreement coming before Jan. 1. On Sunday, Sen. Kay Bailey Hutchison, R-Texas, said she expects any action in the waning days of the year to be "a patch because in four days we can't solve everything."

The Obamas were spending the holiday at a rented home near Honolulu. On Christmas Day, the president and first lady visited with members of the military to express thanks for their service.

"One of my favorite things is always coming to base on Christmas Day just to meet you and say thank you," the president said at Marine Corps Base Hawaii's Anderson Hall. He said that being commander in chief was his greatest honor as president.

Obama took photos with individual service members and their families.

On Christmas Eve, Obama called members of the military to thank them for serving the nation, then joined his family for dinner, the White House said. The Obamas opened gifts Christmas morning, ate breakfast and sang carols.

Friends were joining the Obamas for Christmas dinner Tuesday night, the White House said.

Transfusions add risk in some heart attacks, finds study of patients with anemia

Dec. 24, 2012 ? When heart attack patients present in the emergency department with some degree of anemia, or anemic patients have a heart attack, physicians have a tendency, but not much guidance, about whether to provide a blood transfusion. The idea is that a transfusion could help more oxygen get to the heart. Recent national guidelines suggested that there simply isn't good evidence to encourage or discourage the common practice, but a new meta-analysis of 10 studies involving more than 203,000 such patients comes down on the side of it increasing the risk of death.

The next step for determining when the practice could be appropriate needs rigorous randomized trials that will generate more decisive, high-quality data, said lead author Dr. Saurav Chatterjee, a cardiology fellow at the Alpert Medical School of Brown University and the Providence VA Medical Center.

For the analysis published Dec. 24 in the Archives of Internal Medicine, Chatterjee and his co-authors combined and analyzed data from studies in which anemia patients with heart attacks either received "liberal" transfusions or received more restricted versions of the treatment or no transfusions at all. Liberal transfusions were defined as cases in which patients either received two units of blood or more or had a transfusion even with a hematocrit reading (a measure of red blood cell concentration) higher than 30 percent (normal is in the low 40s).

What the researchers found, after statistical adjustments to control for important medical factors, was that the risk of death was 12 percent higher for people who received the liberal transfusions than those who did not. Moreover, the group that received liberal transfusions had twice the odds of having another heart attack.

"What we found is that the possibility of real harm exists with transfusion," Chatterjee said. "It is practiced in emergency departments all across the United States. I think it is high time that we need to answer the question definitively with a randomized trial."

Of the 10 papers that Chatterjee and his co-authors reviewed, all but one were observational studies. The only randomized trial was a small pilot experiment.

Searching for an answer

Chatterjee began the study when he was a resident at Maimonides Medical Center in New York. He noticed a paper by the AABB (formerly the American Association of Blood Banks) in which the association said there was not enough clinical evidence for or against transfusions in heart attack patients.

For clinicians, the practice has always been a tough judgment call. Some transfusions are clearly necessary, for example when a patient's troubles include not just a heart attack but also severe ongoing bleeding, Chatterjee said. But transfusions also create health risks, such as an increase in potential clotting because platelets may clump together more, or from an inflammatory immune response to the introduction of blood of a "foreign" source into the body.

Chatterjee and his co-authors decided to comb the literature to determine whether, if properly combined and analyzed, existing data could provide some insight. They found 729 potentially relevant studies, but only 10 that had the right data to help answer the question.

Few as they were, Chatterjee said, the studies all told much the same story.

"One of the things that struck us is that there were very few studies in evidence of transfusion at all," Chatterjee said. "In our case, though, we found that the effect was pretty consistently harmful across the spectrum of studies, spectrum of time, and spectrum of patients that were enrolled in the individual studies."

Chatterjee said the study should not be taken to mean that transfusions should be stopped altogether for anemic heart attack patients. Instead, he said, doctors must continue exercising their clinical judgment, at least until results from a large, well-designed randomized trial can be produced. Mindful of the risk his study found, however, they might just want to shift their thinking about where the border is among borderline cases.

"Before a definitive trial is out there, we should be conservative, especially considering the high risk of harm," he said.

In addition to Chatterjee, the paper's other authors are Jorn Wetterslev of the Centre for Clinical Intervention Research in Copenhagen, Denmark; Abhishek Sharma and Edgar Lichstein of Maimonedes Medical Center; and Debabrata Mukherjee of Texas Tech University.

Consumer Debt Rises to Record Levels as 2012 Comes to a Close ...

Total consumer borrowing rose to $2.75 trillion towards the end of 2012, which represents a record amount of debt, according to a report from the New York Times.

Figures released last week by the Federal Reserve show that consumers increased their borrowing by $14.2 billion in the early days of winter, signaling an increase in consumer health but portending possible financial troubles in 2013.

The numbers represent a mixed bag for consumers. On one hand, access to credit appears to have improved over the past year. On the other hand, rising levels of debt could lead to another jump in the number of people filing for bankruptcy protection.

Credit Card Debt and Student Loans Lead Spike in Borrowing

According to sources, the primary forms of borrowing that led the recent spike included credit card debt, student loans, and car loan.

In the category of debt that includes student and car loans, sources say that borrowing increased by a remarkable $10.8 billion. In addition, credit card debt increased by $3.4 billion, as consumers increased their credit card spending for only the second time in the last five months.

Analysts say the rise in credit card debt was particularly surprising, given the reluctance of most consumers to use their credit cards in the wake of the recent recession.

Sources note that credit cards usually have higher interest rates than other types of loans. As a result, when the economy goes south, many shoppers turn towards other types of loans.

For the last few years, consumers have followed this theory, cutting their credit card spending dramatically. This October, for example, the total amount of credit card debt was 17 percent lower than the same figure in 2008. But total credit card debt still saw a relative jump in the latter part of 2012.

Rise in Debt Accompanied by Decrease in Consumer Spending

Despite the rise in overall debt, consumers are still spending less than they did in the days before the recession struck, according to financial analysts.

Sources pose a few reasons for this dip. First, many shoppers may be cutting back on their spending because they fear potential tax increases in the early part of 2013. If Congress fails to reach an agreement with President Obama on a budget deal, these fears could prove valid.

In addition, sources note that Hurricane Sandy, which devastated several eastern states, played a significant role in lowering consumer spending. And as those states recover from the terrible storm, many experts believe consumer spending will slowly rise to normal levels.

Don't be fooled by January pay -- higher taxes loom

Workers probably won't feel the full brunt of next year's tax increases in their January paychecks, but don't be fooled by the temporary reprieve.?

No matter what Congress does to address the year-end fiscal cliff, it's already too late for employers to accurately withhold income taxes from January paychecks, unless all the current tax rates remain unchanged, which is an unlikely scenario.?

Social Security payroll taxes are set to increase on Jan. 1, so workers should immediately feel the squeeze of a 2 percent cut in their take-home pay. But as talks drag on over how to address other year-end tax increases, the Internal Revenue Service has delayed releasing income tax withholding tables for 2013.?

As a result, employers are planning to withhold income taxes at the 2012 rates, at least for the first one or two paychecks of the year, said Michael O'Toole of the American Payroll Association.?

If employers don't withhold enough taxes in January, they will have to withhold even more taxes later in the year to make up the difference. Otherwise, taxpayers could get hit with big tax bills, and possibly penalties, when they file their 2013 returns.?

The tax increases could be steep. If Congress fails to act, workers at every income level face significant tax increases next year as part of the year-end "fiscal cliff."?

A taxpayer making between $50,000 and $75,000 would get an average tax increase of $2,400, according to the Tax Policy Center, a Washington research group. If the worker is paid every two weeks, that's about $92 a paycheck, on average.?

Someone making between $75,000 and $100,000 would get a tax increase averaging nearly $3,700. If the worker is paid every two weeks, that's about $142 a paycheck.?

O'Toole said it would take most employers two weeks to four weeks to update their payroll systems, once new tax withholding tables are released. For some small businesses, it could take longer.?

"Employers can't really just come up with withholding tables on their own, depending on what the rates are," O'Toole said. "The smaller companies that do not use a payroll processing service probably would have more problems than anyone else."?

On Friday, the IRS said it plans to issue guidance by the end the year, though it won't be early enough to affect paychecks in early January.?

"We are aware that employers have questions with respect to 2013 withholding," the agency said in a written statement. "Since Congress is still considering changes to the tax law, we continue to closely monitor the situation. We intend to issue guidance by the end of the year on appropriate withholding for 2013."?

About three-quarters of taxpayers got tax refunds this year, averaging $2,707, according to the IRS. That gives most taxpayers some leeway to manage their income tax withholding. However, many people rely on tax refunds to pay bills or make major purchases.?

"The reality is, the vast majority of Americans do live paycheck to paycheck and that tax refund is their most significant payday of the year," said Bob Meighan, vice president of TurboTax, an online tax preparation service.?

Most of the expiring tax breaks were first enacted under President George W. Bush and extended under President Barack Obama. Obama campaigned for re-election on extending the tax cuts on incomes below $200,000 for individuals and $250,000 for married couples. Obama would let the tax cuts expire on incomes above those amounts.?

Boehner's offer
In negotiations with House Speaker John Boehner, Obama offered to raise the income threshold, limiting tax increases to those making more than $400,000. Boehner, who has argued for years that the tax cuts should be made permanent for everyone, responded by trying to push a bill through the House that would have let many of the tax cuts expire on incomes above $1 million.?

Many Republicans revolted and Boehner, R-Ohio, shelved the bill, sending lawmakers home for the Christmas holiday and leaving the outcome of talks in doubt as the new year approaches.?

If Congress and the White House cannot reach a deal, income tax rates would go up, estate taxes and investment taxes would increase and the alternative minimum tax would hit millions of middle-income people. A temporary payroll tax cut that has benefited nearly every wage earner in 2011 and 2012 expires, costing the average family an additional $1,000 a year by itself.?

In addition, dozens of other tax breaks for businesses and individuals that are routinely renewed each year already expired at the end of 2011. Congress was expected to renew many of them by January, so taxpayers could still claim them on their 2012 tax returns.?

If Congress doesn't act on those tax cuts, businesses would lose a popular tax credit for research and development as well as generous tax breaks for investing in new plants and equipment. Individuals would lose federal tax breaks for paying local sales taxes, buying energy efficient appliances and using mass transit.?

In all, taxes would go up by about $536 billion next year.?

Border security advocates eye remote lands

In an effort to beef up border security, some have argued wilderness areas near the Canadian and Mexican borders should not be subject to environmental review. Others say Border Patrol has enough roads, and more expansion could harm the soil and environment.

John Ladd offers a different take from his 14,000-acre spread: the Border Patrol already has more than enough roads and its beefed-up presence has flooded his land and eroded the soil.

Their differences explain why ranchers are on opposite sides of the fence over a sweeping proposal to waive environmental reviews on federal lands within 100 miles of Mexico and Canada for the sake of border security. The Border Patrol would have a free hand to build roads, camera towers, helicopter pads and living quarters without any of the outside scrutiny that can modify or even derail plans to extend its footprint.

The House approved the bill authored by Utah Republican Rob Bishop in June, but prospects in the Democratic-controlled Senate are extremely slim and chances of President Barack Obama's signature even slimmer. Homeland Security Secretary Janet Napolitano testified in Congress this year that the bill was unnecessary and "bad policy."

Still, an idea that House Republicans kicked around for years has advanced farther in the legislative process than ever before and rekindled discussion over how to balance border security with wildlife protection.

The debate raises some of the same questions that will play out on a larger scale when Congress and the president tackle immigration reform: Is the U.S. border with Mexico secure, considered by some lawmakers to be a litmus test for granting legal residency and citizenship to millions? Has the U.S. reached a point of border security overkill?

Heightened enforcement ? along with a fewer available jobs in the U.S. and an aging population in Mexico ? has brought Border Patrol arrests to 40-year lows.

The U.S. has erected 650 miles of fences and other barriers on the Mexican border, almost all of it after a 2005 law gave the Homeland Security secretary power to waive environmental reviews. The administration of President?George?W.?Bush?exercised its waiver authority on hundreds of miles after years of court challenges and environmental reviews delayed construction on a 14-mile stretch in San Diego.

The Border Patrol, which has doubled to more than 21,000 agents since 2004, has also built 12 "forward operating bases" to increase its presence in remote areas. Instead of driving long distances from their stations every shift, agents stay at the camps for several days.

Lots more needs to be done, according to backers of Bishop's bill to rewrite rules on millions of acres of federal land managed by the Interior and Agriculture departments, including more than 800 miles bordering Mexico and 1,000 miles bordering Canada. The bill would waive reviews required under the National Environmental Policy Act, the Endangered Species Act and 14 other laws in dozens of wilderness areas, national forests and national parks.

"It's a paralyzing process now," Bell, 44, said as his GMC truck barreled down a dirt road on a 10-mile stretch of his ranch that borders Mexico. "They wanted to put this road in for a decade, probably even longer. They broke ground on it last year."

Today?s society is definitely different than it was in old times. Those times weren?t bombarded every day with television and radio commercials for everything from designer jeans and cars to the latest alcoholic beverage.

There is an outrageous desire to spend money just to outwardly demonstrate that one is wealthy ? or at least, perceived to be wealthy. People want to fit in and that often means going beyond their comfort level of spending to do so.

That?s sad. How plastic and artificial life has become. It gets harder and harder to find something?real.

Some of the things that are considered affluent include:

Being a member of a prestigious country club

Wearing designer clothes

Driving the ?right? automobile

Attending a private school

Living in an impressive neighborhood

Being a member of the right ?click?

Attending the most recognized social events

Traveling to expensive destinations

These are all important goals for many people in today?s society. But if people would really stop and look, they may discover that these are not really their goals at all. They are goals that have been influenced and determined by someone else.

They are working hard to climb the ladder to success, but the ladder is leaning against the wrong building. They are working hard to cut down the tree, but the tree is in the wrong forest. They try and if they are unable to reach that standard they get frustrated and seek un-Islamic means.

According to Noble Qur?an, the Sources of our problems are four:

We strain our eyes in longing for the things which other people have, and forget our own bounties given by Allah and forget to enjoy them. Noble Qur?an says:

20:131)?Nor strain your eyes in longing for the things We have given for enjoyment to parties of them, the splendor of the life of this world, through which We test them: but the provision of your Lord is better and more enduring.

We complain so much about trivial pains and problems we face in this world, while forget the actual suffering we may face in the Hereafter due to our wrongdoings and negligence. We also forget to realize that actual pleasure is in fulfilling our duty to ease the sufferings of people around us. Noble Qur?an says:

(20:127)?And thus do We recompense him who transgresses beyond bounds and believes not in the Signs of his Lord: and the Penalty of the Hereafter is far more grievous and more enduring.

We are so much after the conveniences and glitter of this world that we forget the core purpose of our life; which is a test with full of sufferings in order to obtain reward of PARADISE from our Lord in the Hereafter. Noble Qur?an says:

(28:60)?The (material) things which you are given are but the conveniences of this life and the glitter thereof; but that which is with Allah is better and more enduring: will you not then be wise?

We take the life in the world as permanent and spend all our sources just building it as if death is for ?somebody else and not me?, while we forget the fact that eternal life is that of Hereafter. We should always try for the best but if we can?t get there, we should accept that Allah(swt) knows better and be content.

But the Hereafter is better and more enduring. Let us stop complaining and enjoy and appreciate our life which is an investment for a blissful eternal life in the Hereafter. While doing so, we should not forget to care about the needy and the poor and do our best to build a more humanized society.

Being in a parents presence can be the present? - Be Strong Foster ...

My last few blogs have been about the holidays.? Holidays are so important to people for so many reasons.? Regardless of which holiday a family celebrates, the important thing is they are together.? I am sure most Foster parents do what they can to eliminate the sadness, but looking at it from the foster child?s perspective, things may not be that cut and dry.? Recently, I met a beautiful young lady I have known about for years, but ironically, our paths had never crossed.? When we met, I knew she would be strong enough to listen to my opinions, but what I was too foolish to know that it was I who would have to find my strength to listen to hers.? It is crushing to listen to her stories at times. The short story is April grew up separated from her family.? She grew up in different foster families.? Before meeting April, I knew the foster parents? perspective, but what she is teaching me is the other side of the story.

Meet April?

?As the holidays approach I often think back on many holidays without my mother, father, siblings, and family. I think about the many years I sat and wondered how they were doing during the holidays. I know, most of, my foster parents tried to make sure I was a part of their family.? It was the best they knew. ?One things that would have made it better: someone who let me talk to my family or asked me if I wanted to on the holidays instead of waiting for a visit two weeks later. I did have one foster parent that went out of their way to let me see my mom on Christmas Day. I didn?t care about any gifts? all I cared about was my seeing my mother. ?As I got older I would leave during the holidays to find my mom and it did not matter to me if I was missing family dinner with the foster homes; it just mattered that I was able to see my mother. I remember many holiday dinners at the Salvation Army and was thankful to just be with my mom and siblings. I was never truly able to spend the holidays with all my siblings until we were much older and out of foster care. ?Now that I am a mother I could not imagine a holiday without my kids. I always wondered what was going through my parents? heads during this time.

The holidays highlighted the fact that there were some times I felt I did not belong. I remember one home took family pictures, and they did not include us in the photo. When a foster home would buy us (the foster kids) one gift and everyone else had many to open, I would feel even less part ?of the family. I know that I was grateful for the one gift, however, it just hurt as a child to see other kids open more and I had to sit through it.?

Reading April?s words makes me sad, but resolved.? Resolved to do better.? This Christmas I am going to help my children feel connected to people they love.? This can be through calls, visits, emails, or Christmas gifts.? I am also going to really try to see things through my child?s eyes.? How it must have felt when April wasn?t in the family picture.? How it must felt as a child to watch others open more gifts than I.? I am going to try to walk in the shoes of my kids.? Santa is watching, and I do not want coal in my stocking again!

Bike-share program planned for L.A.

In its quest to transform a metropolis built around freeways into a land where bicyclists and sport utility vehicles can amicably share the road, Los Angeles will soon reach another benchmark ? a citywide bike-share program.

At a news conference Thursday with Mayor Antonio Villaraigosa and L.A. Clippers basketball star and cycling advocate Caron Butler, executives with Southern California-based Bike Nation announced plans to begin rolling out their bike-share program in downtown Los Angeles in April.

Although no contract has been signed or permits issued, Bike Nation has pledged $16 million toward eventually installing as many as 400 bike-share kiosks with 4,000 rental bikes across the city in areas such as Westwood, Hollywood and near the beach.

Executives said they plan to begin a small, beta-testing operation in downtown in April and hope to put kiosks with roughly 10 rental bikes each at Union Station, the Caltrans building on Main Street, City Hall, the Hall of Administration, LAPD headquarters and Olvera Street before eventually expanding.

According to initial plans, cyclists in Los Angeles will be able to rent bikes for $6 a day, $1.50 an hour or $4.50 for 90 minutes. Trips shorter than 30 minutes will be free; one-year passes will cost $75.

The company has also installed a bike-share system in Anaheim and is making plans for kiosks in Long Beach and Fullerton. Executives also said they have submitted offers to West Hollywood and Culver City.

"We are excited to put stations on the ground in downtown Los Angeles and begin the process of rolling out our bike-share program and providing a safe, low-cost, healthy transportation alternative to Los Angeles residents," said Bike Nation's Chief Operating Officer Derek Fretheim.

Bike sharing is common in cities like London, where it is normal to see double-decker buses alongside swarms of downtown commuters atop Barclays branded rental bikes. They are also popular in many U.S. cities, including New York and Washington, D.C.

But unlike many other large metropolitan bike-share programs, Los Angeles' will not ? at least for now ? be subsidized by taxpayers. Bike Nation, or any other company that wants to open bike-share kiosks in the city, can apply for permits and essentially run their systems privately.

But that means Los Angeles may not be able to cash in on the highly lucrative advertising and sponsorship contracts that Bike Nation or other vendors will probably be able to sell. In New York, Citibank reportedly paid more than $40 million over five years to be the primary sponsor of that city's bike-share program.

Villaraigosa aide Lisa Sarno said current plans are that Bike Nation, or any competing bike-share company, can apply for permits for their kiosks. The public permits will have to be approved and will cost about $200 to $300 each and last one to two years.
