China's Long March 3C lofts another Compass-G into orbit ...

The Chinese were back in action on Thursday, launching the sixth Compass-G satellite into orbit via their Long March 3C (Chang Zheng 3C)?launch vehicle. The 15:33 UTC launch from the LC2 launch complex of the Xichang Satellite Launch Center, in Sichuan Province marked 15th successful orbital launch this year for China.

China Launch Again:

According to information acquired by nasaspaceflight.com, the new satellite will probably be located at 110.5 degree East on the geostationary orbit, replacing one of the original Beidou-1 satellites (Beidou-1C) that is approaching ten years in orbit.

The Compass Navigation Satellite System (CNSS) is China?s second-generation satellite navigation system approved by the Chinese government in 2004, and is capable of providing continuous, real-time passive 3D geo-spatial positioning and speed measurement.

The long-term goal is to develop a global navigation satellite network similar to the GPS and GLONASS by 2020 eventually consisting a constellation of 35 vehicles, including 27 MEO (21,500 km orbits) satellites,?three IGSO satellites (inclined at 55 degrees) and?five GSO satellites.

The system will be dual use, based around?a civilian service that will?provide an accuracy of 10 meters in the user position, 0.2 m/s on the user velocity and 50 nanoseconds in time accuracy; and the military and authorized user?s service, providing higher accuracies. The first phase of the project will see the coverage of the Chinese territory but in the future the Compass constellation will cover the entire globe.

Developed from the?DFH-3B satellite platform, the Compass-G satellites orbit the planet on geostationary orbits and have a lifespan of 12 to 15 years. The satellites transmit signals on the: 1195.14-1219.14MHz, 1256.52-1280.52MHz, 1559.05-1563.15MHz and 1587.69-1591.79MHz, carrier frequencies.

The previous Beidou-2 ?Compass? launch took place on September 18th, 2012, when a Chang Zheng-3B/E orbited the Beidou-14 ?Compass-M5? (38874 2012-050A) and the Beidou-15 ?Compass-M6? (38775 2012-050B) satellites. The previous Compass-G orbited was the Beidou-11 ?Compass-G5? launched on February 24th, 2012.

DFH-3B is an updated version of DFH-3 bus, a communications satellite bus whose capability is between high and medium ones. It adopts hexahedral structure, consisting of propulsion, service and communication modules, communication antennas and solar arrays and adopts 3-axis stabilized attitude control.

Its dimensions are 2200mm ? 2000mm ? 3100mm, and its mass is 3,800 kg with a payload mass of 400 kg to 450 kg. This satellite bus is applicable to communications and navigation satellites and deep space probes through adaptive modification.

This was the eight flight of the CZ-3C Chang Zheng-3C launch vehicle that is primarily used for launching satellite to Geostationary Transfer Orbit (GTO).

This rocket was developed to fill the gap between the CZ-3A Chang Zheng-3A and the CZ-3B Chang Zheng-3B, having a payload capacity of 3,800 kg for GTO. This is a three stage launch vehicle identical to the CZ-3B but only using two strap-on boosters on its first stage.

CZ-3C provides two types of fairing and two kinds of fairing encapsulating process and four different payload interfaces, which is the same as CZ-3B launch vehicle. The various fairing and interface adapter and the suitable launch capacity make CZ-3C a good choice for user to choose the launch service.

The development of the CZ-3C started in February 1999. The rocket has a liftoff mass of 345,000 kg, sporting structure functions to withstand the various internal and external loads on the launch vehicle during transportation, hoisting and flight.

The rocket structure also combines all sub-systems together and is composed of two strap on boosters, first stage, second stage, third stage and payload fairing.

The first two stages as well as the two strap on boosters use hypergolic (N2O4/UDMH) fuel while the third stage uses cryogenic (LOX/LH2) fuel. The total length of the CZ-3C is 54.838 meters, with a diameter of 3.35 meters on the core stage and 3.00 meters on the third stage.

On the first stage, the CZ-3C uses a DaFY6-2 engine with a 2961.6 kN thrust and a specific impulse of 2556.2 Ns/kg. The first stage diameter is 3.35 m and the stage length is 26.972 m.

Each strap on booster is equipped with a DaFY5-1 engine with a 704.4 kN thrust and a specific impulse of 2556.2 Ns/kg. The strap on booster diameter is 2.25 m and the strap on booster length is 15.326 m.

The second stage is equipped with a DaFY20-1 main engine (742 kN / 2922.57 Ns/kg) and four DaFY21-1 vernier engines (11.8 kN / 2910.5 Ns/kg each). The second stage diameter is 3.35 m and the stage length is 9.470 m.

The third stage is equipped with two YF-75 engines developing 78.5 kN each and with a specific impulse of 4312 Ns/kg. The fairing diameter of the CZ-3C is 4.00 meters and has a length of 9.56 meters.

The typical flight sequence of the CZ-3C for a standard GTO mission starts at T-0s with the ignition of the first stage engine and the two strap on boosters. Pitch over maneuver comes at T+10s. The strap on boosters end of ignition takes place at T+127.5s followed by boosters separation at T+129.0s.

First stage shutdown takes place at T+145.2 s, followed at T+146.7s by the first stage separation and ignition of the second stage. Separation of the fairing happens at T+258.7s. Second stage main engine shutdown takes place at T+328.0 s and second stage vernier shutdown occurs five seconds latter.

The separation of the second stage and the first ignition of the third stage take place at T+334.0s. This first ignition will last for 5 minutes and 16.6 seconds, ending at T+650.6s. After the first shutdown of the third stage the vehicle enters on a coast phase at T+654.1s, which will end at T+1323.2s with the second ignition of the third stage. This will end at T+1474.9s, beginning the velocity adjustment maneuver that lasts for 20 seconds.

Spacecraft separation occurs at T+1574.9s.

The first launch of the CZ-3C Chang Zheng-3C launch vehicle took place on April 25, 2008 when it orbited the first TL-1 Tianlian-1 tracking and data relay satellite.

The Xichang Satellite Launch Centre is situated in the Sichuan Province, south-western China and is the country?s launch site for geosynchronous orbital launches.

Equipped with two launch pads (LC2 and LC3), the centre has a dedicated railway and highway lead directly to the launch site. The Command and Control Centre is located seven kilometers south-west of the launch pad, providing flight and safety control during launch rehearsal and launch.

Down range Tracking and Control stations of the launch center are located in Xichang City and Yibin City of Sichuan Province, and Guiyang City of Guizhou Province. Each of them houses tracking and measurement equipment for the powered phase of a launch vehicle flight.

Other facilities on the Xichang Satellite Launch Centre are the Launch Control Centre, propellant fuelling systems, communications systems for launch command, telephone and data communications for users, and support equipment for meteorological monitoring and forecasting.

During 1993-1994 Xichang underwent extensive modernization and expansion, in part due to the requirements of the CZ-3 launcher family and in part to meet commercial customer needs.

The first launch from Xichang took place at 12:25UTC on January 29, 1984, when the CZ-3 Chang Zheng-3 (CZ3-1) launched the Shiyan Weixing (14670 1984-008A) communications satellite into orbit.

LONDON (AP) ? The child abuse scandal that has enveloped one of Britain's most respected news organizations is now hitting one of America's, as the incoming president of The New York Times is on the defensive about his final days as head of the BBC.

Mark Thompson was in charge of the BBC in late 2011 when the broadcaster shelved what would have been a bombshell investigation alleging that the late Jimmy Savile, one of its biggest stars, was a serial sex offender.

The BBC scandal has horrified Britain with revelations that Savile, a popular children's television presenter, cajoled and coerced vulnerable teens into having sex with him in his car, in his camper van, and even in dingy dressing rooms on BBC premises. He is also alleged to have sexually assaulted disabled children at hospitals that he helped by raising charity funds.

Police say there could be more than 200 victims, leading one child protection charity to say that Savile could rank among Britain's most prolific child sex predators.

In a sign of how the scandal may spread, the BBC said Tuesday it was looking into claims of sexual abuse and harassment against nine other current and former employees and contributors.

As increasing numbers of BBC executives come under the microscope over what they knew about Savile ? and why the posthumous expose about his sexual crimes was blocked from being broadcast ? Thompson is being quizzed about his role as well.

Thompson, 55, was the BBC director-general from 2004 until last month.

In a letter to Conservative lawmaker Rob Wilson, Thompson laid out his defense, saying he never worked with Savile, never worked on any of the entertainer's programs and indeed never met the man. Referring to the increasing number of BBC employees who have come forward to say that Savile's interest in young girls was widely rumored, Thompson said he had never been aware of the whispers.

"If I had, I would have raised them with senior colleagues and contacted the police," said Thompson.

The controversy over Saville was compounded when it emerged that an investigation into his misdeeds by the BBC's own "Newsnight" program was shelved last year only weeks before the broadcaster aired a glowing holiday tribute show to Savile.

Now journalists and lawmakers are asking whether BBC bosses canned the "Newsnight" show to protect their star, a prodigious charity fundraiser who was widely eulogized following his death last year at age 84.

The corporation denies a cover-up, although "Newsnight" editor Peter Rippon recently stepped down as the BBC's internal investigation got under way. After weeks of standing by Rippon, the BBC has said his explanation about why the Savile show was not broadcast was incomplete and inaccurate.

With Thompson about to move from one of the most important jobs in the British media to one of most important jobs in American journalism, exactly what he knew ? and when he knew it ?could be critical to his future career.

In a statement last week, Thompson said he had "never heard any allegations or received any complaints" about Savile during his tenure.

But an Oct. 7 story by London's Sunday Times appeared to contradict him, reporting that a BBC journalist had tipped Thompson off about the Savile investigation.

The Sunday Times is published by News International, an arm of Rupert Murdoch's global News Corp. empire, and has no corporate ties to The New York Times.

Thompson acknowledged being warned about what was happening at "Newsnight" by a BBC journalist during a company cocktail party late last year, but he said the journalist never "set out what allegations 'Newsnight' were investigating or had been investigating."

Thompson said he followed the matter up with other executives who told him the "Newsnight" investigation was canceled for journalistic reasons ? suggesting that they believed there wasn't enough evidence for an expose on Savile.

"I had no reason to believe that anyone in the BBC was withholding controversial or incriminating material," Thompson wrote in his letter to Wilson, the lawmaker.

Wilson told The Associated Press on Wednesday that he has written to Thompson again seeking more answers.

"There are questions about how much the journalist told him about the 'Newsnight' investigation that need to be cleared up as quickly as possible," Wilson said, adding that Thompson said he is willing to answer questions before the U.K. parliamentary committee looking into the matter and the BBC's own inquiry.

Wilson said Thompson's fitness to serve as The New York Times chief depends on the outcome of the various inquiries.

But The New York Times has already waited months for a new permanent chief executive following the resignation of Janet Robinson last December. One analyst said the paper could ill afford to wait any longer.

"My feeling is if he (Thompson) has no 'problem' that could surface in the near future there would be no need for him to delay," said Edward Atorino, an analyst with The Benchmark Company. "If there is an issue he should withdraw."

The controversy drew the attention of The New York Times' public editor, Margaret Sullivan, who on Tuesday asked Times readers to evaluate the incoming chief's answers.

"How likely is it that he knew nothing?" she asked. "A director general of a giant media company is something like a newspaper's publisher. Would a publisher be very likely to know if an investigation of one of its own people on sexual abuse charges had been killed?"

In a carefully worded paragraph that followed, she raised the issue of Thompson's fitness to serve as The New York Times chief.

"His integrity and decision-making are bound to affect The Times and its journalism ? profoundly," she wrote. "It's worth considering now whether he is the right person for the job, given this turn of events."

Sullivan said while finding an answer was "not as easy as it sounds ... all these questions ought to be asked."

Sullivan's office said Wednesday she would not be elaborating on her post.

A call and an email to The New York Times seeking comment were not immediately returned Wednesday.

James Cameron to direct "The Informationist" After "Avatar" Films

NEW YORK (TheWrap.com) - James Cameron has selected "The Informationist" as his follow-up to the "Avatar" franchise.

Cameron's Lightstorm Entertainment has acquired the rights to Taylor Stevens' 2011 novel, and will develop the adaptation as a future project for Cameron to direct and produce.

Cameron is presently at work on the second and third "Avatar" films, which Fox is keen to have after the record-breaking success of the first one.

The adaptation of Stevens' novel wil also be a Fox project. Published last October, it chronicles Vaness Munroe, an information specialist who works for heads of state, corporations and anyone else who can afford her special talents.

A Texas oil billionaire hires her to track his daughter down in Africa, which cuts Munroe off from civilization and forces her to confront her past.

"Taylor Stevens' Vanessa 'Michael' Munroe is an intriguing and compelling heroine with an agile mind and a thirst for adventure," Cameron said in a statement. "Equally fascinating for me is her emotional life and her unexpected love story. I'm looking forwarding to bringing Vanessa and her world to the big screen."

Cameron will produce with Lightstorm partner Jon Landau, who cited the movie as an opportunity to keep working with Fox and chairman Jim Gianopulos after "Avatar." That's a major endorsement from one of the studio's most important creatives in light of Tom Rothman's looming departure.

They must still hire a writer.

Landau also deemed the Munroe character a mix of Jason Bourne and Lisbeth Salander (the protagonist of "The Girl with the Dragon Tattoo).

Stevens, born into a religious cult and raised in communes around the world, has written a second novel in the series, "The Innocent," published earlier this year.

Hackers use next-gen 'botnets' against US banks

Have some critical online banking transactions to do? You might want to plan them for a Monday or Friday.? A group of malicious hackers is having its way with online banks lately, seemingly knocking sites offline at will.? The latest victims are HSBC and Ally Bank, but virtually every major bank has been targeted by the group since the attacks began five weeks ago.?

The attacks seem straight out of a movie plot: An anonymous note is posted online -- usually on a Monday or early Tuesday -- declaring that week's victims. The targets then are besieged at some point during that Tuesday through Thursday stretch. On Friday, the group seems to rest.


"Do you want attacks to be stopped? Stop the insults," the group declared in last week's warning message. "Insults" refers to the now infamous "Innocence of Muslims" online video that was initially blamed for last month?s mob attack on the U.S. mission in Benghazi, Libya.???

The bank attacks are remarkable because they seem unstoppable, even with advance warning. Just how bad are banks suffering at the hands of attackers? Rodney Joffe, senior technologist at Internet infrastructure provider Neustar, said the best some banks can do to prepare is to have a sincere-sounding apology at the ready, backed up with a plan B that points customers to an alternative method of communication such as a call center.

"There is in fact no way to defend against it properly," said Joffe, who has helped banks try to recover from the attacks.? "We can mitigate the attacks to some extent, but it is very difficult to keep systems up?This is one of our worst nightmares."

The criminals identify themselves in their warnings as the "al-Qassam Cyber Fighters," purportedly part of Hamas' al Qassam military wing. Bank security folks apparently have received a break this week, as a note posted by hackers claiming to represent al Qassam said they would take a break "during the next days" to mark a Muslim holiday.

The basic attack is nothing new:? It?s a denial of service attack designed to make the banking websites unavailable. Bank sites are flooded with bogus Internet traffic so they are overwhelmed, and can only give the equivalent of a busy signal to customers.? But these attacks are very different, experts say, because of the sheer amount of bogus traffic that's generated.

With online banking services broken, consumers flood banks with phone calls, creating headaches for customers and banks alike.

"It's customer service nightmare for banks. They just aren't set up for this," Joffe said.??

But the biggest nightmare, he said, is that banks don't "defeat" the attacks with countermeasures. The criminals simply stop and turn their attention on another target, leaving bank security officials wondering when they might be victimized again. Capital One, for example, has suffered at least two separate service disruptions.

As provider of backup content delivery for many of the world's largest websites, Akamai Technology handles denial of service attacks every day, and it has dealt with the current wave of attacks.?? Mike Smith, director of Akamai?s incident response team, says the attacks succeed through a simple matter of arithmetic.

Banks buy, at most, an Internet pipe that can handle 20 gigabits-per-second of Web traffic, he said. The attackers are generating about 50 gigabits-per-second, making any tool that could filter out bad requests inadequate.

"It's fairly brute force, rather than laser scalpel," he said.?

Banks could consider tripling the bandwidth they buy, he explained, but that would be a huge waste of money during non-attack time s... and the criminals might just increase their bogus traffic anyway.? "It's all an arms race," he said.

How are criminals able to marshal such enormous traffic resources?? They are employing a new kind of electronic army, experts said. Until now, most denial of service attacks involved large "botnets" -- armies of compromised desktop computers -- that could number 100,000 or more.? These were clumsy, hard to coordinate and often limited by bandwidth purchased by home users. In this attack, criminals are taking control over web servers that have access to much wider Internet traffic pipes -- computers that host popular website blogs, for example.? As a result, criminals can attack with refined armies of only 1,000 to 2,000 compromised servers, while still wielding a devastating cyberweapon against bank websites.?

Adding to the complexity for victims, such compromised servers are also harder to knock offline than home PCs in botnets, Joffe said, because they are often intertwined with legitimate businesses that are reluctant to voluntarily go offline to clean them up.

"It's not a new kind from a technical prospective, it's just able to generate overwhelming volumes of traffic that are indeed quite noteworthy," said Dmitri Alperovitch, chief technology officer at CrowdStrike, a startup focused on cyberespionage defense.

With a smaller, more powerful botnet, "attacker economics" favor the criminals, Smith said. It's easier for them to replace servers that are cleaned up, and it's much easier for them to stop and start attacks.

"They have much more command and control over the nodes," Smith said.

It's unusual for attackers to announce their targets ahead of time, but Smith said their reason for doing so is fairly obvious.

"What they are trying to do is amplify the bad public relations efforts element for banks," he said.?

Banks turn out to be a juicy target for denial of service attacks because their systems are easily turned against each other, Smith said.? Thanks to numerous fraud-checking tools, every request made at a bank site generates multiple responses from bank servers ?? ?log files, IP-checking tools, device-ID verification tools, etc. -- ?amplifying the effect of every bogus request.? In fact, while banks have beefed up fraud checks, they have done little to protect against denial of service attacks through the years, Smith said.

"Criminals have never wanted the sites to go down, because they need to sites to be up to commit fraud against the bank," he said.?

But even filters that find and deflect bogus website traffic wouldn't help much against these determined and sizable attacks, he said.?

"Most enforcement mechanisms don't have the capacity to deal with this much traffic," Smith said.

Given the remarkable scope of the attack, there has been much speculation by U.S. government officials -- openly and on background -- ?that the attacks could only be directed by a state-sponsored group, and represent an aggressive act of cyberwar perpetrated by agents of the Iranian government.? Both Sen. Joe Lieberman, I-Conn., and Defense Secretary Leon Panetta have openly blamed the attacks on Iran, with Panetta calling the incident a "pre 9/11 moment." Several intelligence officials have told NBC News that they believe Iran is behind the attacks.

Smith, however, says it's important not dismiss the possibility that old-fashioned online fraudsters are using the protests over the "Innocence of Muslims" film? as a cover to simply steal money from banks. As evidence, he points to a warning issued by the FBI on Sept. 17, which indicated that some banks had already been hit by denial of service attacks to help perpetrate wire fraud -- with thefts as high as $400,000. The website attacks serve as a diversion, and when consumers flood customer service phone banks, criminals who've stolen bank logins have an easier time slipping fraud through bank systems, the alert said.? In also predicts precisely the kinds of attacks banks are suffering through now.

"In some of the incidents, before and after unauthorized transactions occurred, the bank or credit union suffered a distributed denial of service (DDoS) attack against their public ?website(s) and/or Internet Banking URL," the warning said. "The DDoS attacks were likely used as a distraction for bank personnel to prevent them from immediately identifying a fraudulent transaction, which in most cases is necessary to stop the wire transfer."

Smith said that same denial of service distraction technique was successfully employed by another group last year, making fraud -- and not geopolitics -- a likely motivator for the attacks.

"Maybe the intelligence world knows some things we don't know, but we haven't seen them prove it other than some public officials making statements," he said.? "But when you look at Al Qassam, until last month they were suicide bombers and restaurant shooter ... associated with physicals attacks, and overnight they acquired the capability to take banks offline? That I don't believe."

Robert Windrem, a senior investigative producer for NBC News, said there is "some level of disagreement" between ?law enforcement and intelligence officials about the real source of the attacks.

"The disparity in certainty (that Iran is behind the attacks) is due to the way law enforcement and intelligence look at the same incident," he said. "Law enforcement deals with forensics, and the intelligence agencies deal with intelligence. Intelligence is looking at it from the source, whereas law enforcement is looking at it from the effect side."

Experts agree on this point: With cybercrime, pinpointing a source can be nearly impossible. Smart criminals cover their tracks with numerous layers of compromised computers, across several state and international boundaries. The painstaking work of obtaining legal documents necessary to perform forensics on compromised computers, track bogus traffic, then examine the source of that traffic can take months. Meanwhile, attackers come and go within minutes.?

But the good news for banks is this: Website disruption, while a serious nuisance for bill payers, is hardly the end of the world. Backup systems, such as phone service in-person teller service, remain in place. Consumers are inconvenienced, but that's the extent of the disruptions so far.

"Ultimately, there is a very low impact on a bank," Smith said.? "It's more perception than anything. ? Websites are a cheaper way to do customer care, but they do have a manual fallback that's unaffected."

Russian lawmakers widen definition of treason

MOSCOW (AP) ? Russia's lower house of parliament on Tuesday quickly rubber stamped a new bill widely expanding the definition of high treason. Critics alleged the legislation is part of a wider crackdown on dissent by President Vladimir Putin, who has already pushed through laws targeting street protests, aid organizations and opposition leaders.

Current law describes high treason as espionage or other assistance to a foreign state damaging Russia's external security. The new bill expands it to include moves against Russia's "constitutional order, sovereignty and territorial and state integrity."

The bill, drafted by the Federal Security Service, the main KGB successor agency, also changes the interpretation of treason to include activities such as financial or consultative assistance to a foreign state or an international organization.

The bill, which the lower house, the State Duma, overwhelmingly approved Tuesday, is certain to quickly sail through the equally pliant upper house before Putin signs it into law. It keeps the punishment of up to 20 years in prison used by the current law.

Rights activists have warned that the new bill is so loosely worded that it would allow the government to brand any dissenter a traitor.

"It would allow them to put any civil activist, let alone rights defender, in custody," said Lev Ponomaryov, a veteran Russian rights activist. "It will place a sword over the head of anyone who is maintaining contacts with foreigners."

The socialist Just Russia party was the only Duma faction that didn't vote for the bill, although it stopped short of voting against it. Just Russia leader Sergei Mironov voiced concern that the bill's loose wording could allow the authorities to use it to stifle dissent.

Russia's rights ombudsman, Vladimir Lukin, also criticized the bill, saying it would free investigators of the need to prove that a suspect inflicted any actual damage to the nation's security.

Putin has clamped down on the opposition following a series of major street rallies against his re-election to a third term as president in March. The Russian leader has claimed that the protests were staged by Washington in order to weaken Russia, and he filled his campaign with anti-American rhetoric.

New repressive laws have been passed to deter people from joining protests, and opposition activists have been subject to searches and interrogations.

One of the laws passed this summer obliged non-governmental organizations that receive foreign funding and engage in vaguely defined political activity to register as "foreign agents," which is intended to destroy their credibility among Russians.

Earlier this month, Moscow declared an end to the U.S. Agency for International Development's two decades of work in Russia, saying that the agency was using its money to influence elections ? a claim the U.S. denied.

In August, a court handed down two-year prison sentences to three members of the punk band Pussy Riot for performing an anti-Putin song inside Moscow's main cathedral. One was freed earlier this month after a court suspended her sentence, but the other two were sent from a Moscow jail to remote prison colonies this week.

In the latest attack on the opposition, Russian investigators have accused several activists of plotting riots based on hidden camera footage of their alleged meeting with a Georgian lawmaker that was aired earlier this month by a Kremlin-friendly TV station.

Authorities formally charged one of the activists, Leonid Razvozzhayev, Tuesday, marking the start of a criminal probe against him. He alleges he was kidnapped from Ukraine where he was seeking asylum, returned to Russia and tortured into confessing to organizing riots. Officials denied his claim, saying he turned himself in.

Ponomaryov, the veteran rights activist, described the latest events in Russia as part of an increasing isolationist streak in the Kremlin's policy.

"The country's rollback to the past is accelerating," he said.

Internet Privacy and Politics: Companies Are Building Profiles on ...

If you?re a registered voter and surf the web, one of the sites you visit has almost certainly placed a tiny piece of data on your computer flagging your political preferences. That piece of data, called a cookie, marks you as a Democrat or Republican, when you last voted, and what contributions you?ve made. It also can include factors like your estimated income, what you do for a living, and what you?ve bought at the local mall.

Across the country, companies are using cookies to tailor the political ads you see online. One of the firms is CampaignGrid, which boasted in a recent slideshow, ?Internet Users are No Longer Anonymous.? The slideshow includes an image of the famous New Yorker cartoon from 1993: ?On the Internet, nobody knows you?re a dog.? Next to it, CampaignGrid lists what it can now know about an Internet user: ?Lives in Pennsylvania?s 13th Congressional District, 19002 zip code, Registered primary voting Republican, High net worth household, Age 50-54, Teenagers in the home, Technology professional, Interested in politics, Shopping for a car, Planning a vacation in Puerto Rico.?

The slideshow was online until last week, when the company removed it after we asked for comment. (Here is the?full slideshow.) Rich Masterson, CampaignGrid?s chairman, wrote in an email that the slideshow was posted in error: ?It was an unapproved version of a sales deck that was posted by an intern who no longer works for the company.?

CampaignGrid does indeed collect 18 different ?attributes? for every voter, Masterson told ProPublica, including age, gender, political donations, and more. Campaigns use this data to tailor the online ads you see.

Online targeting has taken off this campaign season. ProPublica has identified seven companies that advertise the ability to help campaigns target specific voters online. Among them is?Experian, the credit reporting company. Datalogix, a company that?works with Facebook?to track users? buying patterns, is also involved. (Here are marketing materials and comment from?the seven companies). CampaignGrid and?a few, similar firms?have beenprofiled?for their?innovative?approaches. Yet the scale of the targeting and the number of companies involved has received little notice.

Few of the companies involved in the targeting?talk about it publicly. But CampaignGrid, which works with Republicans, and a similar, Democratic firm, Precision Network, told ProPublica they have political information on 150 million American Internet users, or roughly 80 percent of the nation?s registered voters.

The information ? stripped of your name or address ? is connected to your computer via a cookie. Targeting firms say replacing your name with an ID number keeps the process anonymous and protects users? privacy.

But privacy experts say that assembling information about Internet users? political behavior can be problematic even if voters? names aren?t attached.

?A lot of people would consider their political identity more private than lots of information,? said William McGeveran, a data privacy expert at the University of Minnesota Law School. ?We make more rules about medical privacy. We make more rules about financial privacy. So if you think private political beliefs are in that category, maybe you?re concerned about having them treated like your favorite brand of toothpaste.?

Google has stayed away from this kind of targeting. It classifies political beliefs as ?sensitive personal information,? in the same category as medical information and religious beliefs.

But other big players have embraced the ?political cookie,? as one company branded it.

As we reported in June,?Yahoo and Microsoft?sell access to your registration information for political targeting. That?s one way CampaignGrid and other companies find you online. Political targeting firms say they also work with other websites, but would not name them.

While campaigns and the firms working with them can buy?reams of data about voters, voters have been left mostly in the dark.

Many online ad companies mark targeted ads with a small blue triangle symbol, or the phrase ?Ad Choices,? and offer surfers a chance to?opt out. But even if web users know what the triangle means, they get no information about how or why they were targeted.

?Consumers don?t really understand what?s going on and haven?t given their permission,? says Joseph Turow, a digital marketing and privacy expert at the University of Pennsylvania?s Annenberg School for Communication.

There are few legal regulations governing how online targeting works, or what notification consumers must receive.

Online advertising experts point out that individual voting records are public information and have long been used to target voters through direct mail. And targeting companies say they are offering a valuable service. Instead of seeing random ads, users get to see ads from candidates they might actually want to support.

?We empower voters,? Jeff Dittus, co-founder of Campaign Grid and now head ofAudience Partners, wrote in an email. ?We give voters information that is meaningful to them and helps them make choices.?

Stuart Ingis, a lawyer for the Digital Advertising Alliance, an industry group, said that voter file targeting is a First Amendment issue, and that targeting should be protected as part of political speech.

?These technologies provide a method for politicians inexpensively to improve our democracy,? he said. ?I would say that the founding fathers firmly believed in the ability ? I think our society very much values the ability ? to efficiently reach a desired audience with a political message.?

Not everyone seems to agree. A recent study from the University of Pennsylvania?s Annenberg School found that?86 percent of surveyed adults did not want ?political advertising tailored to your interests,??and that 77 percent would not return to a website if they knew it ?was sharing information about me with political advertisers.?

While targeting firms promise a wealth of individual detail, it?s hard to know how much information most campaigns are actually using.

?The more third-party data providers you use, the smaller the universe of people who you can reach becomes,? CampaignGrid?s Masterson said. ?Republican women 25-34 who drive SUVs and have American Express cards, and go to the theater once a month ? that might be four people.?

One place online voter targeting has been used successfully is in the state senate primary race of Morgan McGarvey, a Kentucky Democrat who faced off against three other Democratic candidates this May.

With four liberal candidates competing for a liberal district, McGarvey told ProPublica, he needed to convince the small number of voters who would turn out in the primary that they should vote for him.

His campaign worked with Precision Network to show online McGarvey ads to local voters under 35, and to female Democrats who had voted in at least three of the past five primary elections. (Two of his challengers were women.)

?When every dollar counts, when literally every vote counts, you have to be more targeted,? he said.

?I do think it helped us win.?

McGarvey is now running unopposed in the November election.

Candidates seek foreign policy edge in 3rd debate

WASHINGTON (AP) ? Still neck-and-neck after all these months, Barack Obama and Mitt Romney head into their third and final debate with each man eager to project an aura of personal strength and leadership while raising doubts about the steadiness and foreign policy credentials of the other guy.

Each is aiming for a commanding performance Monday to settle the seesaw dynamics of the first two debates: Romney gave Obama an old-fashioned shellacking in the first round, and the chastened president rebounded in their second encounter.

The 90-minute faceoff at Lynn University in Boca Raton, Fla., offers the candidates their last opportunity to stand one-on-one before tens of millions of Americans and command their undivided attention before next month's election. Both candidates largely dropped out of sight and devoted their weekends to debate preparations, a sure sign of the high importance they attach to the event.

While the principals warm up for their evening debate in the battleground state of Florida, their running mates will be busy Monday seeking votes in two of the eight other states whose up-for-grabs electoral votes will determine the next president ? Vice President Joe Biden in Ohio and Republican Rep. Paul Ryan in Colorado. Also still hotly contested: Iowa, New Hampshire, Nevada, North Carolina, Wisconsin and Virginia.

It fell to campaign surrogates on Sunday talk shows to frame the foreign policy matters that moderator Bob Schieffer will put before the candidates in a discussion sure to reflect "how dangerous the world is in which we live," as the CBS newsman put it. Iran's nuclear intentions, the bloody crackdown in Syria, economic angst in Europe, security concerns in Afghanistan, China's growing power ? all that and more are on the agenda.

And all feed into the broader debate over which candidate offers the steady hand and sound judgment for a nation facing myriad challenges at home and abroad.

Florida Sen. Marco Rubio, arguing for the Republicans, faulted Obama for "his failure to outline broad goals, real goals, a real view of what America's role in the world should be." Romney, by contrast, would "use America's role in the world as a catalyst for peace, prosperity and freedom," he said.

Ryan, campaigning in Colorado Springs, Colo., on Sunday, faulted the president for potential defense cuts and said that when adversaries "see us projecting weakness, when they see us hollowing out our military ... they think we are a superpower in decline." It was a likely preview of one of Romney's arguments in the debate.

Obama adviser David Axelrod said that when the president took office "we were isolated in our position on Iran and in the world. And today, the world is unified against Iran with us, all because of the leadership of this president."

The Obama campaign released a blistering memo from Senate Foreign Relations Committee Chairman John Kerry, D-Mass., accusing Romney of offering nothing but "endless bluster" on international issues.

"He is an extreme and expedient candidate who lacks the judgment and vision so vital for the Oval Office," said Kerry, who is considered a leading candidate to succeed Hillary Rodham Clinton as secretary of state if Obama wins a second term.

When it comes to their foreign policy credentials, both candidates have reasons for optimism and concern: While foreign policy has been a strength of Obama throughout the campaign, some recent polls show his advantage narrowing. The Pew Research Center's October poll, for example, found that 47 percent of Americans favored Obama to make "wise decisions about foreign policy," while 43 percent preferred Romney.

American University professor Jordan Tama said the difficult trick for Romney in the debate will be to challenge Obama on foreign policy without looking like he's criticizing the commander in chief, which can be off-putting to voters. Obama, for his part, must make the case that his policies are sound and his leadership strong despite ongoing challenges around the world, including unrest in the Middle East and the chaotic situation in Libya that left four Americans dead.

While foreign policy has been overshadowed during this campaign by concerns about the domestic economy and jobs at home, everything matters in a race this tight. A Wall Street Journal/NBC News poll released Sunday showed each candidate favored by 47 percent of likely voters, reflecting a boost of support for Romney following his strong performance in the first debate in early October.

With early voting under way in many states, there is precious little time for the candidates to break loose. More than 4 million Americans already have voted.

Choosing Your Wax

Starting with the right eco-friendly ingredients for your candle is essential. Craft stores, health food stores, and many online stores offer all-natural ingredients for candle making. Choosing which base to use is a matter of preference, availability, and budget. A few things to consider when choosing which base to use:
? Beeswax burns clean with no smoke and has a natural honey scent
? Soy wax burns longer than traditional candles, and comes in easy to use flakes
? Palm wax holds color and scent well, and easily releases from molds

Suit: Doctors mistakenly declared Chicago boy dead

(AP) ? The parents of an 8-year-old boy have sued a Chicago hospital, alleging doctors pronounced their son dead though he was still alive and refused to listen to desperate relatives who insisted he continued to move his eyes and body.

The lawsuit, filed this week, accuses Mercy Hospital and Medical Center of negligence and alleges that nearly five hours passed before staff agreed to perform a cardiac ultrasound, which showed Jaylen Dorsey's heart was beating.

"You didn't have to be a doctor to see that the heart was pumping blood," the boy's father, Pink Dorsey, said at a news conference Friday.

Hospital officials deny the allegations.

Jaylen, who has a disability that keeps him bedridden and on a ventilator, was found unresponsive by his mother, Sheena Lane, on Feb. 18. He was taken to Mercy Hospital and doctors there pronounced the boy dead.

The family says Jaylen's eyes continued to flick open, but that his parents were told the lingering effects of medicine were causing that to happen.

"We're not doctors, so we just went along with what they told us," Dorsey said.

So family members began to plan a funeral for the boy.

But when other relatives arrived at the hospital, they gasped when they saw Jaylen's eyes opening, the boy's father said.

The lawsuit says the family had to demand that medical staff conduct more tests and that a cardiac ultrasound finally showed the boy's heart was beating.

The hospital, which rejects the lawsuit's allegations, said in a written statement that Jaylen arrived at the hospital after suffering full cardiac arrest for 25 minutes and doctors treated him for "an extended period of time" before declaring him dead.

"Despite extensive resuscitative efforts, Jaylen did not immediately regain a pulse and no heart activity was noted for several hours," the hospital said. "... While this is a very rare occurrence, extensive resuscitation efforts, medication and young age can result in a patient's heart function returning spontaneously. We hope for continued strength for Jaylen."

His parents are seeking $200,000 in damages. The lawsuit says they suffered hours of "severe emotional distress."

The boy's parents also worry that the hours he was off his respirator while at the hospital may have worsened his condition.

Lawyer for the parents said that because of the ongoing litigation they would not release details about his disability.
